Dave Djavaherian
SUMMARY OF EXPERIENCE
Mr. Djavaherian is an intellectual property professional, focused on patent licensing, transactions, and standards matters, and with extensive experience as both in-house and outside counsel to the world’s leading technology companies. He serves legal and consulting clients in the United States, Canada, Europe, and Asia. He regularly handles patent licensing negotiations and has extensive “hands on” experience with SEP licensing engagements.
Background and Experience: Mr. Djavaherian founded PacTech Law in 2014 to represent technology clients in licensing negotiations, disputes, and policy matters. He also serves as an expert consultant and witness in patent licensing disputes. His clients include some of the world’s leading innovators and technology developers, as well as market leading product businesses. He represents several Fortune 100 companies, as well as a variety of smaller and mid-sized businesses. He has particular experience in the semiconductor, communications (wired and wireless), Internet of Things, audio/video, and automotive industries.
Mr. Djavaherian taught IP licensing and strategy at the University of California, Irvine School of Business, and served as President of the Federal Bar Association’s Orange County chapter. He is an expert in patent policy matters, and has served as a United States delegate to the United Nation’s Telecommunications Standards Advisory Group.
Prior to founding PacTech, Mr. Djavaherian spent nearly a decade leading in-house legal teams addressing intellectual property matters. Most recently, he served as Broadcom’s Associate General Counsel, managing a broad range of US and international issues. Mr. Djavaherian received Broadcom’s President’s Award in 2014.
Before that, Mr. Djavaherian was Vice President at Tessera, Inc., focusing on the company’s core patent licensing business. At Tessera, Mr. Djavaherian was head of all litigation matters and oversaw licensing strategy and negotiations to grow the company’s key source of revenue. During Mr. Djavaherian’s tenure, annual licensing revenue nearly tripled, from $100M to $280M. He was the only Tessera employee in more than two years to receive Tessera’s Superior Results Award.
Mr. Djavaherian began his career at Irell & Manella LLP, where he managed case teams, including a team honored with the Daily Journal’s Top Ten Defense Verdicts award. He was recognized early in his career by Law & Politics Magazine as a “Rising Star”.
Exemplary Policy Work: Mr. Djavaherian handles standards and licensing policy and regulatory issues affecting the semiconductor and telecommunications industry, including at prominent European and US standards organizations, such as European Telecommunications Standards Institute (ETSI), the International Telecommunication Union (ITU), and the IEEE.

DAVID KATZ
David Katz
David Katz is a competition and licensing attorney focused on standard essential patent licensing regulation, policy, and disputes. Mr. Katz counsels some of the largest technology companies in the world and provides strategic guidance on the implications of emerging SEP case law and regulations on licensing and litigation strategies. Mr. Katz has particular experience in global handset licensing disputes and the impact of licensing policy on SMEs and the Internet of Things.
Background and Experience: Prior to joining PacTech Law in 2024, Mr. Katz worked at WilmerHale where he managed the firm’s FRAND policy coordination project. As part of this work, he developed extensive knowledge of the changing SEP licensing policy landscapes in the US, UK, and EU. Mr. Katz has also drafted SEP policy submissions to various regulatory bodies around the globe, including the DOJ, FTC, USPTO, NIST, UK CMA, UK IPO, European Commission, KFTC, Spain’s MICT, and Germany’s BMJ.
Additionally, Mr. Katz has extensive experience in global licensing litigation. He has worked with economic and technology experts on a range of issues, including FRAND terms, SEP licensing policy, standardization, game theory, economics, and public interest considerations for use in US and international forums. He also has significant experience defending and deposing fact and expert witnesses in matters related to SEP licensing.
Mr. Katz has significant experience in drafting dispositive and anti-injunction enforcement motions as well as numerous amicus briefs on a variety of subjects.
Mr. Katz has authored multiple articles on SEP licensing law and policy and was named to Best Lawyers’ 2024 Ones to Watch list.
After graduating second in his class at Cornell Law School, Mr. Katz clerked for the Honorable Todd Hughes of the US Court of Appeals for the Federal Circuit and for the Honorable Mae D’Agostino of the US District Court for the Northern District of New York.
